Job Purpose: Follow the maintenance scope arrangement of area and the demand from the user department, execute and complete the equipment repair/maintenance tasks with fully compliance to the company HSE rules, to maintain the reliability of the equipment in the responsible scope with proper PM plan, timely corrective maintenance, and keep the complete maintenance record in the SAP system.
Job Dimensions: 1. Develop and maintain civil Asset Maintenance Master Plan (AMMP);
2. Under the guide of ES civil engineers, execute civil preventive maintenance(PM) plan of tanks, building and road, fireproofing, insulation, coating;
3. Execute maintenance to solve civil problem of structure, foundation, tanks bottom seals, reinforced fiber glass etc.;
4. Management of site scaffolding work;
5. Review and approve excavation certification;
6. Advise Corporate Services (CS) department to take asset integrality management of civil;
Key work relations:
1. Internal: TA Team, Site Maintenance Team, Operation Team, inspection team, ES civil team, CS department;
2. External: Civil engineering contractors, Materials suppliers, etc.
Principal Accountabilities: 1. Supervises contractors on site pertaining to works involving scaffolding, concrete, refractory, insulation, paint systems, fibreglassing, excavation, surveying, wharf front structures and general Civil engineering works. Checks to ensure safety, quality and progress of work.
2. Establish safe and proper working procedures and where necessary implement changes that will streamline and optimise the work.
3. Ensure compliance on Civil engineering quality procedures and technical standards by regular audits.
4. Prioritising, scheduling and conducting timely routine maintenance on all civil assets to ensure structural integrity and reliability.
5. Preparing job specifications, bill of quantities and cost for works involved. Issuing contracts to contractors.
6. Provide technical advice and input on civil related matters to Operations and other engineering sections in the plants assigned.
7. Execute, co-ordinate and manage all extra ordinary maintenance, plant changes and projects related to civil aspects.
8. Ensure that all applicable documentation is well kept, secured and always updated.
9. Ensure that all work is carried out in a safe manner by enforcing the company safety regulation, government legislation and national/international standards.
10. Contribute input to annual cost budget for the area maintenance activities and monitor/control expenditure against budget
11. Develop/acquire best practices through both internal and external networking to ensure the plants operate to world-class standards.
12. Motivate, encourage and seek improvement to HSE efforts so that it becomes part of the daily routine for contractors.
13. Adequate planning and resource loading of the activities that needs to be executed.
Qualifications: 1. Educational background: University Degree in Engineering.
2. Work experience: Minimum 5 years petrochemical and maintenance experience. Previous working experience in a JV environment would be an advantage.
3. Language proficiency: English level is CET4 or equivalent.

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).
The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
