REPORT TO: Estimating Manager

SUMMARY OF DUTIES:

The Cost Estimating Engineer is responsible for the accuracy, timeliness and compilation of the estimating information for firm proposals to the third party and proposal documents supporting to other EG entity assigned by Estimating Manager.

Essential Functions:

？ Develop the budgetary estimate by using a recent proposal as data base with similar unit size, fuel, steam conditions and scope together with Proposal Engineering and Commercial Manager.

？ Develop an estimating plan and schedule for all activities related to the preparation of the FIRM proposal estimating, including:

- Attend the proposal kickoff meeting to collect customer’s specifications, preliminary scope of supply, schedule, sourcing plan and any other pertinent data required for completion of the estimate.

- Attend Review meeting of RFQ, Deviation, and Quantity check. Make sure estimating is in line with proposal technically and commercially.

- Establish firm estimating basis through use of the estimating pricing data base and other pricing solicited from approved vendors.

- Coordinate and get inputs from relevant departments related to man hours, T&L cost, etc. including Finance Department for the financing related cost such as LOC/guarantee/bond fees and all other charges and insurance.

- Prepare the tax map for the proposal and seek for necessary approval.

- with assistance from the Procurement Department for Vendor List, freight rates and custom duty charges, as well as the market price evaluations.

？ Act as Commercial Engineer to take EG internal supporting proposals including estimation sheet, DOR, delivery schedule and other documents as needed.

？ Coordinate with Commercial Manager and prepare the As Sold Estimate once the Operating Unit receives Notice to Proceed or purchase order and turnover such as sold estimate to project operations.

？ Work flexible and take other necessary tasks assigned by Estimating Manager.


Education and Experience Requirements:
？ Bachelor’s degree related to Estimating/Budgeting, Mechanical engineering or engineering discipline knowledge would be plus
？ 2+ years of work experience. Experience in procurement, mechanical manufacturing is preferred

Skills Requirements:
？ Ability to plan, organize, and coordinate one’s work.
？ Fluency in English.
？ Strong and effective communication, problem-solving, and interpersonal skills
？ Familiar with MS office software, especially with good skill of MS Excel
？ Ability to manage multiple tasks
Strives to continuously build knowledge and skills, shares expertise with others

Physical Requirements:
