Financial Controller/ Plant Controller- Cambodia apparel manufacturing plant, Phnom Penh
(Station Post/ 50% travelling posts)

Company background: The company is a leading garment ODM/OEM manufacturer which specializes in fashionable women’s intimate apparel. Headquartered in Hong Kong with offices in London and 3 manufacturing plants in China and Vietnam, the company has aggressive expansion plan in South East Asia Region.In order to support the company’s plan to invest a new production site in Phnom Penh, Cambodia, we are inviting applications for the post of Financial/ Plant Controller, who will oversee the finance and back-office support including customs/IT/HR and administration/legal and customer audit compliance/ facility support.

Reporting: This post will report solid line to Finance Director (HK based) and will be part of the management team in the Cambodia plant together with the Plant General Manager.

Experience & Qualifications:
1.BA/ BSc in Accounting or Finance.Full member of professional accounting bodies including ACCA/ Chartered Accountant/ China Accountant or equivalent is preferred.
2. Minimum 10 years’ working experience in a manufacturing environment. Previous working experience in Cambodia is preferred.
3. Strong PC skills (word/excel/power-point)；Proficient in English and Cantonese/ Putonghua. Knowledge in Cambodia accounting policies, tax regulations and import/customs regulations are highly preferred, but not a must. Working experience in garment/ lingerie industry is preferable.
4. Self-motivated, team player, and works well under pressure and able to roll up sleeves to demonstrate and achieve solid results. Able to work independently with minimum supervision and manage multiple tasks，Adaptable, with strong leading/organization/ planning/ communication skills. Candidates with less experience or qualification will also be considered for a Finance & Administration Manager role, which will be a stepping stone to become a plant / financial controller.
5. This position is suitable to one with aspiration to meeting challenge and expanding his/her scope of business acumen. We are not hiring accountant, but are hiring accountant who can be trained to use his/her financial knowledge to drive business solutions.


Job responsibilities:
Finance & Accounting:
1. Control on capital budget spending and install effective controls on project payments.
2. Supervision of accounting and financial functions and process in the manufacturing plant.
3.Responsible for timely and accurate submission of financial statement and management reports to local management and corporate office.
4. Ensure compliance of local books for statutory requirements for auditing.
5. Management all tax matters including tax planning and computations, filings and reports for VAT / income tax/ customs duty, etc. and liaison with local tax bureau.
6. Ensure controls on bank accounts and cash disbursements, foreign exchange conversion and maintain good relationships with bankers

Costing and Cost Control：
1. Responsible for preparation of detailed order costing and departmental costing.
2. Preparation of budgets and forecasts for company and departments.
3. Install process for cost controls, particularly in labor cost efficiency, material usage, procurement of materials.
4. Install controls for protecting of company’s assets including security control on fixed assets, stock, finished goods and cash/ bank balance.
5. Back office support including Human Resources/ Administration/ Facilities/ Information Technology/Customer audit
6. Supervise the head of Administration and Human Resources/ Facilities support，Responsible for installing professional HR process including hiring, retaining, payroll, training and staff relationship. Supervise the head of Accounting in maintaining good IT support, both hardware and software.
7. Maintain good working relationship with relevant government bodies.
8. Facilities support include renovations and plant maintenance, cleaning and security control, company transportation and meal provision, etc.
9. Ensure compliance with customer audit in relation to HR and facilities requirements.

工作汇报：
该岗位直接汇报至香港财务总监，同时因是柬埔寨的管理中心成员，亦需与柬埔寨工厂总经理进行密切交流，保持管理意见的一致性。

岗位职责：

财务管理与会计账务
有效控制项目资本预算的支出
管理及监督工厂在制造过程中的会计成本
负责及时准确地呈交财务报表至本地管理人员及董事会成员
制定符合当地审计法要求的审计手册
与当地税务局保持良好关系，负责规划及管理工厂成本预算、增值税报告、个人所得税、进出口关税等
有效控制银行帐目、现金支出及外汇兑换，与各大银行负责人保持良好关系

成本核算与控制

1.负责部门成本核算与控制
2.负责公司和各部门的费用预算及预测
3.制定详细地成本控制计划、劳动力成本效率分析、物料的用量及采购控制
4.建立公司的资产包括固定资产，股票的安全控制保护控制，成品和现金/银行存款余额。
5.支援包括人力资源、行政管理、工程设备、信息技术、客户查厂等工作
6.监督管理行政、人力资源、工程设备等部门负责人的工作汇报
熟练了解人力资源专业知识，包括：招聘、留人、工资、培训以及员工关系管理，负责会计及IT部的硬、软件管理
7.与相关联的政府部门保持良好的工作关系
8.负责设备的安装与维护，清洁生产和工厂安全控制，公司运输和膳食等方面的支援工作
确保人力资源方面在客户查厂的准确性、及时性

任职要求

1.财务或金额管理学士或硕士学位，注册会计师资格证或同等专业的资格证书
2.大型制造业十年以上相关工作经验，曾于柬埔寨工作的优先考虑
3.熟练操作Word, Excel, Power-point等办公软件，可熟练应用英语、广东话、普通话，书写及口语均需流利，熟悉柬埔寨财务/会计政策，税务条例，进入口海关等业务的优先考虑，曾工作于睡衣或内衣制造业的优先考虑
4.团队协助性高、积极上进、能够承受较大工作压力、忠诚可靠，能自如地应对复杂的工作任务，有远观前瞻能力、良好地计划组织能力、优秀地沟通能力
