职位描述
HR Manager
BASIC FUNCTION
Responsible for a full range of HR services, this involves planning, organizing and directing with recruitment, compensation, benefits, training, employee relations and administration, which support the overall business strategy.
SPECIFIC RESPONSIBILITIES
1.Develops and implements human resources strategy to support organization long term development;
2.Develops and implements staff developing plan, build up internal learning organization and people development system;
3.Develops and implements human resources strategy, rules and regulations, provide professional human resources service to departments;
4.Prepare and controls overall human resources budgets and manpower planning;
5.Develops close relationship with talents institutions and head-hunters so as to seek, collect and supply qualified talents;
6.Manages the recruitment plan and effective use of all resources, hire talents on time, in quality and quantity; deploys manpower effectiveness and reasonably in accordance with the operation requirement;
7.Supervise training program , frames training plans including but not limited KSMS, KQMS training plan and instructs the subordinate to conduct training activities, records and evaluates the training in accordance with the training needs’ analysis result;
8.Coordinates and guides functional department managers for targets setting and set up objectives for HR people, conducts performance appraisal twice a year.
9.Plan and build up corporate culture, foster effective communication between employees and management. Build up various unimpeded communication channels; listen to the people and minimize their dissatisfaction properly;
10.Responsible for overall C&B program, establishes an effective and competitive C&B system; ensure social insurance and other benefits plans meet local government and legal rules, decide other supplemental benefits plan according to the Company’s policies;
11.Constantly review and analyse the turnover, set up positive retention plan to keep valued people, and reduce turnover in a reasonable rate;
12.Guide the subordinates to complete daily personnel work including but not limited to management of the associates’ personal files, attendance, working hours analysis, family planning, HRP, personnel reports and analysis;
13.Responsible for Vehicle team management, ensure the safety and satisfied transportation provided;
14.Implement HR department staff safety education, safety training to avoid any accidence, and responsible for HR team safety performance.
15.Guides the subordinate on news letter publishing, enhance propagandize and notify Company’s status to associates on time;

EDUCATION AND EXPERIENCE REQUIREMENTS
Education required:
University degree and above
Experience required:
10 years and above HR experience in MNC, at least 5 years and above HR supervisory experience
Equipment Used:
Be familiar with computer skills
Knowledge / Skill required
Be familiar with China labor law, rules and regulations
Good oral and written English skill
Knowledge of HR management system
