职位描述：
I.SPECIFIC RESPONSIBILITIES
1.根据产品开发计划，拟定新物料投标和谈判计划。
Prepare bidding and negotiation plan per new products development plan.
2.根据生产成本控制计划和公司政策，拟定年度投标和谈判计划。
Prepare annualized bidding and negotiation plan per yearly production cost control plan and company policy.
3.组织新产品物料的开发和现有物料新供应商的开发直到认证如期完成。
Organize new materials development and re-sourcing materials till verification timely finished.
4.负责材料的国产化工作。
In charge of materials localization.
5.分配，选择和维护现有合格供应商清单。
Allot , select and maintain existing qualified supplier list.
6.参与对现有合格供应商的年度评估。
Participate the evaluation to existing qualified suppliers.
7.负责并确保所采取的采购行为符合有关政策，法规和道德规范。
Make sure all purchasing are in line with related policies, regulations and business conduct.
8.开发并实施标准化程序：改善流程；降低成本；规避成本以及成本的固定。
Develop and implement standard work: improve process, reduce and elude cost or immobility of cost.
9.了解市场行情，进行货源调查，择优选购，做到物优价廉。
Bear in mind the market situation，investigate source of supplies for the best supplier and quality materials.
10.同公司内部其他功能部门建立并维持良好的关系。
Maintain a sound relationship with other functions of the company.
11.对公司采购和供应管理的政策和程序进行有益的宣传并提出建设性的改良建议。
Well promote and provide suggestion of improvement with regards to the purchasing and supply chain management systems and procedures.
12.运用一些战术性的方法，如供应商伙伴关系：策略联盟；供应链管理；供应商培训等，建立良好的供应商关系。
Tighten relationship with suppliers by application of strategic management methodology like Partnership with suppliers, Strategic alliance, supply chain management and Suppliers training, etc.
13.定期向高级管理层汇报本职工作的情况。
Regularly report to higher level of management on performance of owner purchasing.
14.确保所谈判的合约内的物料从质量、安全、环境必须符合国家法律法规和相关标准；具体参照 佛山科勒公司及淄博科勒公司程序文件 《MP-10 合格供方选择与控制程序》
15.Ensure all negotiated and contracted materials in line with National Law and Regulation of Quality, Safety and Enviornment. Details refer to Foshan Kohler Limited and Zibo Kohler Limited Procedure Document <MP-10 Qualified Suppliers Choosing and Control Procedure>
16.对自己及下属的安全行为/安全绩效负责，并对下属进行安全教育/安全培训。
Responsible to safety behavior/ safety performance for self. Coach subordinate the safety knowledge.
17指导下属并为下属员工提供更多的培训机会。
Coach and provide team members with more training and development opportunities.
II.Position accountabilities
1.对由于新物料未能及时到位，造成新产品无法如期上市的责任负责。
Accountable for not meeting the new product launch schedule due to delayed delivery of new materials.
2.对由于现有物料但切换新供应商未能及时到位，造成公司采购成本大幅上升的责任负责。
Accountable for increased purchasing cost due to delayed delivery of re-sourcing mateials.
3.对由于原材料价格失控，造成公司采购成本大幅上升的责任负责。
Accountable for increased purchasing cost due to losing control with raw material purchasing cost.
4.对没有及时进行材料国产化，造成公司无端增加采购成本的责任负责。
Accountable for an unreasonable additional purchasing cost due to failure in meeting the localization schedule.
5.对由于对供应商的管理松散，而造成成本增加的后果负责。
Accountable for cost increasement due to loose management of suppliers.
III.EDUCATION AND EXPERIENCE REQUIREMENTS
A.Education required:
1.本科 或本科以上学历。
Bachelor or above degree.
Experience required:
2.五年以上相关工作经验，三年以上采购经理的工作经验或大宗物料采购谈判的经验。
5 years above the related experience, 3 years above purchasing manager experience or commodity sourcing/negotiation experience.
3.有外资企业工作经历者优先考虑。
Working experience in foreign invested enterprises is preferred.
B.Equipment used:
1.电脑
Computer.
Knowledge/skill required:
2.英语 说听写 流利。
Fluent in writing English/ spoken English/reading English.
3.熟悉MRP或 SAP系统。
Familiar with MRP or SAP system.
4熟悉采购流程，新产品开发流程等。
Familiar with the purchasing flow, the process of new production and so on.
5熟悉合同管理。
Familiar with managing of contract.
6了解合同法，经济法。
Know the contract law, economy law.
7、良好财务知识
Better finance knowledge
C.Competencies required:
1.有较强的谈判技巧和沟通能力。
Have stronger negotiation skill and communication skill.
2.具备较强的协调、组织能力。
