Justification: A critical position for Sourcing to support multiple APAC countries migrated into the scope of ASIA PROCUREMENT OPERATIONS CSC. Primarily scope covers, North Asia countries. This role will be initially responsible for tactical type sourcing including but not limited to Contract renewals. This will require working in close coordination with various Sourcing Mangers across the region and reporting into the APAC Country Sourcing Utility manager.

Req Description: 

• The Country Sourcing Utility Specialist will help deliver tactical sourcing in collaboration with Country Sourcing managers

• Work as part of a team alongside Country sourcing managers across the region to support sourcing of category and commodity  

• Perform tactical sourcing work for Countries applying standard sourcing procedures, this will include following a defined process for low risk Suppliers in renewal of Contracts

• Facilitate the smooth transition of any work and the ongoing quality improvement delivery to SLA/KPIs

• Help maintain and consolidate a country Preferred Supplier List (PSL) and help build-up commodity catalogues in conjunction with PO Operations team

• Ensure all data quality in the Global system is accurate, up to date and input in a timely manner and prepare to be fully audited in this process including Fair Supplier Selection, Cost reduction analysis, Competitive bid and Non Competitive Bid procedures

• Analyze business processes and determine opportunities achieved through influencing supply and demand services

• Establish and develop strong Stakeholder engagement at all levels within the organization

• Work with sourcing manager(s) both in-country or regional in stakeholder engagement. Help develop strategy and troubleshoot any problems that arise

• Identify and meet cost reduction targets, meet Supplier rationalization targets

• The role extends to the execution of initiatives in support of APAC ESC and Countries to meet saves, risk and control, re-engineering and digitization targets with seamless interface between other ESC functions

• Develop best-in-class operating model with standard Citi Procurement procedures

• Supporting ESC Supplier Diversity, Sustainability and Inclusion programs

• Participate in the development, implementation and monitoring of purchasing policies and procedures. Ensure full compliance with Global Operating Procedures, ethical practices and adherence to relevant laws and regulations

• Perform the Gatekeeper role for Third Party Utility and ensure full Supplier due diligence to the process pre-contract

Req Qualifications: 

Qualifications:

• Educated to degree standard

• At least 8 years of previous business and Procurement experience

• Certified procurement professional such as CPM or CIPS is a plus

  Skills:

• Ability to interact with all levels of management in a professional and positive manner

• Fluent in written and spoken English language

• Knowledge of MS Office suite, including Excel, Word, Powerpoint, is critical to the function

• Strong business writing and reporting skills

• Excel in organizational, analytical, time management skills

• Excellent interpersonal, communication, negotiation skills with strong influencing and persuasive talents

• Self-motivated, takes initiative and has the ability to effectively organize, multi-task and prioritize a wide array of initiatives. Has an aptitude for innovation

• Additional language skills would be an advantage
