职位描述
A. PRIMARY PURPOSE
1. The purpose of the Procurement Specialist role is to maximize value delivery to the businesses by developing and implementing contracts, spot purchase order, and work processes in accordance with the company growth strategies. The role creates value for the company by analyzing market conditions, identifying the potential suppliers, conducting the competitive bidding, leveraging supplier performance to optimize the spend coming from the company
B. PRIMARY DUTIES
1. Manage the supplier contract database to support on-shore contract management. Perform administrative tasks on suppliers and contract types, values, etc. agreed upon with the on-shore Contract Management Specialist
2. Prepare new contracts for loading into CM database and transfer existing contract management information into CM database. Loading them into database from eRFX and other electronic sources
3. Periodically monitor contract terms and revise as needed, liaising with Client organizations to maintain the agreement and T&Cs templates
4. Responsible for the preparation of contract documents, responding to supplier queries and requests regarding their contracts, spend approvals, and purchase execution authorizations. Provide necessary information for suppliers on standard and sample contract forms, etc. Store sample standard contracts and provide to business users to maintain contract and T&Cs templates
5. Pro-actively review contracts for upcoming renewals/termination, communicating in a timely manner to the contract owner and nominated sourcing specialist. Feed into Project Tracking Tool and advise the necessary parties of pending contract expiration and sourcing / purchasing improvement opportunities. Monitor follow-up from Sourcing Team with suppliers concerning extension, re-negotiation, or termination of contract
6. Perform in-depth Quality Review of new contracts and review existing contracts for compliance with Client standards, policies & preferences. QA new & existing contract T&Cs for exceptions, contract risks & other client exposures. Check on file completeness, appropriate business exposure & risk applying sound business judgment.
7. Produce regular reports based on the data in the contracts database and Project Tracking Tool, e.g. number of expired contracts, no. of contracts due for renewal in the next 6 months, etc. Analyze data and offer recommendations for contract improvements to Tactical Sourcing specialist, Vendor Manager, and Client Retained Organization
8. Support Client audit processes by providing contract documentation to meet Client internal and external requirements
9. To continually promote & demonstrate the value that the procurement department can deliver the organization
10. Supporting other procurement sourcing activities as directed by the S&CM Support Centre Lead
C. EDUCATION, TECHNICAL SKILLS, KNOWLEDGE AND EXPERIENCE
1. Bachelor Degree above, fluent Japanese language
2. A minimum of 4 years purchasing experience, ideally in contract management or commercial law
3. Proven ability to analyze procurement processes and identify faults and propose fixes
4. Ability to build and maintain relationships to suppliers and colleagues
5. Quantitative and analytical skills
6. Understands and follows basic legal concepts related to contract law, e.g. understands terms and conditions
7. Good computer literacy (e.g. Word, Excel and PowerPoint)
