职位描述
A. PRIMARY PURPOSE
1. The purpose of the Procurement Supervisor role is to maximize value delivery to the businesses by developing and implementing contracts, spot purchase order, and work processes in accordance with the company growth strategies. The role creates value for the company by analyzing market conditions, identifying the potential suppliers, conducting the competitive bidding, leveraging supplier performance to optimize the spend coming from the company
2. Effectively manage a team of procurement and ensure quality and efficiency of work
B. PRIMARY DUTIES
1. Manage the procurement team within the shared service center
2. Manage the supplier contract database. Perform admin tasks agreed upon on-shore contract management
3. Ensure compliance with JCI procurement policies, procedures and processes
4. Prompt response to all information requests
5. Proactively monitor and follow-up from Sourcing Team with suppliers concerning extension, re-negotiation to liaise with internal control environment.
6. Support the timely reporting of key procurement information, monitor the performance and quality of the activities performed based on agreed performance indicators and service level
7. Support Client audit processes by providing contract documentation to meet Client internal and external requirements
8. Continually promote & demonstrate the value that the procurement department can deliver the organization
9. Supporting other procurement sourcing activities as directed by the S&CM Support Centre Lead
10. Work with business units clients to track and resolve processing errors and issues
11. Identify and contribute to continuous improvement initiatives within the procurement team, ensuring that improvements are incorporated in the work routine
12. Handle deadlines set by leadership and the business and proactively monitor and raise instances where deadlines cannot be met in a timely manner
13. Assist with recruitment, hiring and retaining procurement staff
C. EDUCATION, TECHNICAL SKILLS, KNOWLEDGE AND EXPERIENCE
1. Bachelor Degree above, fluent Japanese language
2. A minimum of 6 years purchasing experience, ideally in contract management or commercial law
3. Significant experience with managing individuals and teams within a dynamic environment
4. Proven ability to analyze procurement processes and identify faults and propose fixes
5. Ability to build and maintain good & long-term relationships to suppliers and colleagues
6. Demonstrated organizational skills, strong interpersonal skills, analytical, change management and communication skills
7. Quantitative and analytical skills
8. Understands and follows legal concepts related to contract law
9. Good computer literacy (e.g. Word, Excel and PowerPoint)
10. Team work spirit, be able to work under pressure, positive
