Job Title: HSSE Engineer

Department: Terminal Project Department

Roles & Responsibilities

This is a project position which will be phased out gradually after completion of task for the 4th tank project. The preliminary duration for the task is 3 year.

The HSSE Engineer is responsible to the Project HSE Manager for providing assurance that all the Project HSE requirements are being adhered to by the Contracting workforce.

The Post Holder accomplishes this by acting as a safety specialist, monitoring performance, supporting, advising and coaching the contractors’ team during the construction phase.

The Safety Engineer will have a special relationship with the Construction Manager to ensure day-to-day HSE support requirements are met in the achieving Construction schedule in accordance with agreed HSE standards and plans.

Principal Activities

1. Perform the role of “Site Safety Authority” during the Site Preparation phase of the project; this includes acting in accordance with the delegated powers and authority given below.

2. Coach contractors HSE team, site supervision and workforce where required in JV HSE expectations and standards.

3. Provide skills advise for particular HSE work methods assisting in the development of Job Hazard Analysis and job method statements.

4. Audit the contractors workforce and working methods and advising the contractors management of any deficiencies in working methods and agree a suitable plan for rectification

5. Support the Safety Manager and Construction Managers in performing any specific HSSE related inspections, audits or safety initiatives, e.g. specific training, toolbox talks, etc..

6. Working with the Contractors Management to ensure that all Safety Reporting including incident and accident reports, weekly status reports are completed in accordance with the Project HSE Requirements.

Competencies & Experience

1. 10 years in engineering with previous project experience in an HSE role during the design, construction and commissioning phases.

2. Experience in implementing HSE plans and management systems in major projects

3. Excellent communicator and demonstrated commitment to teamwork with peers and colleagues.

4. Network within the project to ensure that we capture what is best for JV.

5. Ability to work with contractors to implement practices, procedures and solutions.

6. Promote a single, integrated team for the selected contractor that is aligned to achieving stretch targets.

7. Culturally aware and strong and committed team player.

8. Rack record of delivery.

Work Experience & Education Background

1. Fluent in Mandarin with good commend of English. Preference will be given to candidates with additional specialist skills. Examples PPE,Scaffolding Safety,Excavation.
