Roles and Accountabilities（岗位职责）

Supervise and direct local security force to identify, report and monitor possible hazards caused by third party to pipeline and its auxiliary facilities and take follow-up actions to reduce or eliminate the concerned risk and damage.

 

监督和指导保安队伍识别、汇报并监控第三方活动对管线可能造成的危害，并采取后续行动去减少或避免相应风险和损失。

 

Principal Activities（主要工作）

• Developing and implementing security procedures for security patrol and protection of pipeline and its auxiliary facilities

  参与制定并执行相关管线及其附属设施的保安巡护管理程序

   

• Provision of expert advice to line manager in terms of quality improvement of pipeline security service, development and optimization of security control system

  向直线经理为改善管线巡护保安服务质量、优化保安管理系统等提出专家性建议

   

• Take main responsibility for maintenance of pipeline markers and patrol access, security equipping tools, application of security technology and safety management of pipeline maintenance work according to the targets set up by the pipeline security team, TPP and GDLNG respectively.

  参照公司、部门及管线安保团队为安保主管岗位所设定的年度工作目标，积极落实管线地面标识及便道日常维护、安防设备管理、安防技术应用和管线维保施工安全现场管控等主体责任

   

• Establish and maintain satisfactory liaison with the local public security authorities to create a supportive work environment of pipeline security.

  与当地公安机关保持良好的关系，创造有利管线巡护的工作环境

   

• Provide orientation training to security force to enhance their awareness and skills on identifying potential hazards of pipeline and its auxiliary facilities.

  培训保安队伍，增强其对管线及附属设施危害因素的识别意识和技能

   

• Conduct periodic audit on pipeline security force to correct concerned security noncompliance for continuous improvement.

  定期检查管线保安工作，解决现存问题，以期持续改进

   

• Coordinate and cooperate with ROW and other related teams to integrate the security monitoring system for pipeline protection

  与路权和其他相关团队进行协调和协作，整合管线保护监控体系

   

• Report to line manager on pipeline security by providing weekly reports, monthly reports and other effective communications

  通过周报、月报和其他有效沟通方式向直线经理反映管线保安问题

   

• Providing security support for pipeline emergency response activities

  为管线应急响应活动提供保安支持

   

• Necessary follow-up actions by dispatching security forces to monitor the third party construction activities that may pose hazards to pipeline

  采取后续行动，对可能造成管线危害的第三方施工活动派驻保安进行现场监控

Competencies and Experience（能力与经验）

• Familiar with pipeline construction process and know how to reduce and eliminate risks and damage caused by third party to pipeline

  熟悉管线施工工序，擅于处理各种保安管理问题，减少和消除第三方活动对管线的危害

   

• Familiar with related laws, regulations, specifications and codes on oil and gas pipeline protection

  熟悉油气管道保护方面的法律、法规和标准规范

   

• Facilitating interface with local security contractor and police authorities for all activities associated with the pipeline protection.

  能就管线保安事宜与当地保安公司与公安部门建立和保持良好关系

   

•  Professional bearing, strong sense of responsibility and teamwork approach

  专业的职业风范，高度的责任感和团队意识

   

•  Being able to adapt to movable workplaces and having the tendency to reside in the responsible zone in Dongguan is preferred

  能适合流动办公的工作环境，能选择在责任工作区域（东莞）内定居者优先

   

Work Experience（工作经验）

• Preference will be given to those candidates who have work experience on pipeline security management for 3-5 years in large projects, JVC or foreign-funded company.

  在大型项目、合资公司或外资企业从事3-5年管线巡护保安管理工作者优先
