Position Summary

The Business Manager (BM) is responsible for the financial control and accountability of funds from all sources and is responsible for two major administrative functions: financial services and business/operational services. In exercising oversight capacity, BM works to develop and implement strategies to insure quality services and cost efficiency in all administrative operations.

The financial responsibilities include: long range and strategic financial planning to support the vision of the school, direction and coordination of all activities relating to financial services, accounting, fiscal reporting, forecasting, payroll, development of budget process and budget management strategies, cash management, investment policy development and review, investment strategies and other financial responsibilities as assigned.

The business/operational responsibilities include: purchasing, support services, safety and security, campus management and all associated operational responsibilities which support the overall ISD community.

Human Resource responsibilities include: assist the director of ISD for labor contracting, overseas/local recruiting, develop HR policies and manage labor relations, oversee the work permit related processes. Develop and manage the HR site policies. BM is expected to provide training, supervision and systematic approaches to professional development of personnel.

BM is expected to analyze individual and department performance and to develop systems approaches to improved service for all areas of responsibility including systems for integrated information and data management. BM serves as an administrative member of the leadership team as directed by the director of ISD

Reports include:
Finance, Procurement, Business Services, Support Services, Safety and Security, Facilities Management and Human Resources

Qualifications:
A minimum of 5 years experience in a senior role.
Masters Degree in Accounting, Finance or Business.
CPA designation preferred (CPA in US, Canada, Austrialia would be an asset).
Expertise in using current financial and accounting computer applications and data and information management systems.
Excellent verbal, analytical, organizational and written skills;
Demonstrated knowledge of strategic thinking and planning
Fluent in English and Chinese.

Essential Responsibilities
Management of the Procurement Department, Finance Department and Receiving Department, Support Services, Safety and Security and Facilities Management.
Sets forth desired objectives, develops procedures, and proposes changes in existing methods;
Plan, organize, and direct fiscal and management control functions; both short term and long term strategic approaches
Plan, organize, and direct activities related to responsibilities of divisions dealing with accounting, procurement and inventory cash management tax administration and debt management.
Plan, organize, and direct information and data management systems.
Directs the planning, organization, and implementation of overall procedures for purchasing, financing, receiving, warehousing, cash management, investments, and tax administration;
Fiscal Accounting and Financial Reporting: provides organizational structure, procedures, monitoring and appraisal of fiscal accounting system; keeps the Director informed on financial conditions and prepares monthly and annual financial reports.
Directs and participates in management studies, and reports on complex financial analysis and organizational and administrative policies;
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Oversee HR operation and leading HR policies/manual development.
Negotiation for and contracting externally provided services.
Oversee the preparation of the 3 Year Capital plan and its execution.

任职要求:
至少5年以上的高管经验。
会计、金融或商务硕士学位。
CPA(取得注册会计师证书并在会计师事务所执业的人员 )优先(CPA在美国、加拿大和澳洲是一项专业技能)。
擅长使用现行的财务和会计计算机应用程序以及数据和信息管理系统。
优秀的口头表达、分析、组织和书面表达能力。
具备战略思维和丰富的规划知识。
中英文流利。

基本职责:
管理采购部、财务部、接待部门、后勤部、安全和安保设施部。
设定目标、完善流程并提出后备方案。
规划、组织和指导财政和管理控制职能; 短期和长期实施方案。
规划、组织和指导会计、采购和资产管理、现金管理、税务管理和债务管理等相关部门职责。
规划、组织和指导信息和数据管理系统。
指导、组织和执行采购流程、财政、接待、仓储、现金管理,投资和税收管理总体规划。
会计与财务报告:搭建财政计算系统的组织框架、流程,并负责监管和评估。及时向上级汇报财政状况,并提交月财务报告和年度财务报告。
指导和参与领导层研讨,并提交综合财务分析报告和完善的行政政策。
不断改善运营管理质量,提高工作效率,简化工作流程。与团队无间合作,提供优质的客户服务。
监督人力资源部门运作,制定和管理人力资源政策/条例。
外部提供服务的谈判和签约。
监督3年综合计划的准备和执行情况。
