职位描述
General Purpose:
Responsible for daily division human resource functions, policies, programs and practices. Provides guidance in formulation and recommendation for improvements to Human Relations management.
Assume responsibilities of daily administration management to include: administration of regulatory and compliance issues and assists the organization in day to day business affairs.
Major Duties and Responsibilities:
1.Provides timely information and guidance to managers, supervisors and employees on various human resource issues, i.e. reviews, employee relations, compensation, performance improvement, etc.
2.Manage employee compensation and benefits in China, such as processing monthly payroll, social insurance and housing fund payment.
3.Administers compensation programs, monitors performance evaluation program and area wages for competitiveness.
4.Administers benefit programs, communicates plans to employees, and assists in problem resolution.
5.Provide essential training such as new employee orientation, performance training, as well as develop new training due to meet departmental and/or employee needs.
6.Maintains HR Information Systems and records.
7.Will prepare and be held accountable for department annual budget.
8.Administers human resource policies, programs and practices for division personnel.
9.Ensures all governing regulatory agency laws and corporate regulations and policies are understood and adhered to.
10.Responsible for acquisition of all requisitions for division personnel and temporary/contract help, recruits, interviews and makes recommendation for hiring.
11.Responsible for all job offers, on-boarding and new hire orientation.
12.Responsible for the division Safety and Health Program.
13.Participates in the development of division goals, objectives and systems; develops reporting methodologies and provides evaluation and analysis in relation to established goals.
14.Recommends new approaches, policies and procedures to effect continual improvement and efficiency.
15.Daily office administration management for China.
16.Interface: Extensive employee and manager contact at all levels, some vendor, customer and visitor interaction.
17.Maintains close relationship and interface with global HR department peers.
Knowledge, Skills and Abilities:
1.Knowledge of Labor law pertaining to the specific area(s) of responsibility.
2.Must have the ability to make recommendations which effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law.
3.Ability to work independently on projects and function effectively in a team environment.
4.Exceptional communication skills; including oral and written communication, timely response and feedback, with ongoing updates to management and team members.
5.Fluent in English, both written and spoken.
6.Proficient user of MS Office applications and previous experience with windows based HRIS software.
7.Goal oriented and a demonstrated ability to continually prioritize tasks, and work under pressure with sensitivity to deadlines.
8.Must have proven ability in planning and execution.
9.Must have demonstrated ability to transition culture from “survival” to one that is globally aligned as a team for sustainable growth.
Supervisory Responsibility:
2 direct reports
Education and/or Training:
1.Bachelor degree in Human Resources or related field, or equivalent of experience and training that provides required knowledge, skills and abilities.
2.Minimum of eight (8) years of progressively increased experience in a Human Resources department: 5-6 years’ experience in generalist, 2-3 years’ experience as management role.3.
English certificate as CET-4 is a must, CET-6 is preferred.
