主要职责：
？ 对于指定购货品做好计划与规划并最终完成采购计划
？ 负责向职能部门收集采购要求，包括但不限于交付时间，产品品牌，技术，安装和维护等
？ 协调报价单发送以选择供应商并确认供应商的及时回复
？ 初步确认供应商报价的可靠性，与质保部门和内部客户合作确认并协助有关服务提供，单价和相关成本的谈判
？ 协调采购预算安排和后续跟进，满足公司预算和成本控制需要
？ 掌握区域内市场信息并对可能影响当地成本的关键点例如当地工时率、免征额、政府政策、税率和车辆法规提供建议
？ 支持制造，物流，IT，人力资源和其他职能，在当需要评估潜在供应商，供应商和职能部门需要联系时，提供帮助
？ 当采购部和其他职能部门有采购需求时，需要提供供应商的关键数据以协助做出采购决定，数据包括质量情况，客户群，交付情况，质量合格水平，工艺能力和设计发展能力
？ 协助优化设施设备和服务的采购流程和相关文件
？ 主动主导设施设备和服务采购的成本节约并考虑整体成本所有权
Overall Responsibility:
The Procurement Manager will be responsible for the planning, formulating and coordinating the whole purchasing process in accordance with the company needs and budget plan.
Key Areas of Responsibility:
？ Plan, formulate and implement purchasing strategies for assigned materials and parts
？ Responsible to collect the procurement requirements from function departs, include but not limited in delivery time, brand, technology, installation, maintenance and etc.
？ Coordinates the issue of RFI-RFP-RFQ (Request for Quotation) Packages to select suppliers and ensure timely response from suppliers
Initial review of robustness of quote from the suppliers, review and assist in negotiation of best in class service providers, piece price and related cost in cooperation with Quality Assurance Department and internal Clients
？ Coordinate the preparation of Purchasing Budget as well as its follow-up in order to support company budget and cost controlling
？ Lead Market Intelligence for critical goods and provide advice on key areas such as local labour rates, tax exemptions, government policy, duty rates and automotive regulations – which may affect local cost base
？ Support Production, Logistics, IT, HR and other functions, as and when required in evaluating potential suppliers and providing an interface between supplier and other functions.
？ Presentation of key supplier data to support Purchasing and all other function’s sourcing decisions, such as quality performance, customer base, delivery performance, level of quality accreditation, technology/process capability and Design & Development capability.
？ Assist to optimize the Purchasing Process and related Documents.
？ Take lead on Cost Saving Initiatives also considering the Total Cost Ownership

？ Industry Experience with Purchasing Background minimum 5 years
？ Bachelor Degree in Engineering or related majors. Business/Commercial discipline can be accepted if combined with industry experience.
？ Ability to analyse total business case for sourcing, on a total cost basis incl. i.e. Parts, Consumables, Services and Facilities, as well as risk recognition
