Main Purpose of the Job:
Identify and manage the learning and development (L&D) needs of all employees in China to drive continuous progression towards a highly effective Learning Organisation. The role includes the definition, sourcing, design, delivery, facilitation and management of learning interventions and talent management initiatives to meet the local country’s needs. All learning interventions will be designed to impact performance excellence and, where relevant, align to external professional standards. L&D programs and solutions for the country will be aligned with regional and global strategy and initiatives, and will offer all employees equal opportunities to realise their potential.

Job Description (Key Responsibilities):
1. Manage all L&D activities in China including, but not limited to:
- understand existing and emerging objectives and needs of the business;
- liaise with key stakeholders / internal clients to define learning and development requirements;
- analyse business unit and individual L&D needs, recommend and plan solutions to meet those needs;
- design appropriate new content and adapt existing content/materials to fit the local needs and environment;
- deliver solutions, including workshops and programs, with reference to the 70:20:10 model;
- follow-up and evaluation of solutions, review feedback and make adjustments for continuous improvement;
- ongoing support of participants, line managers and country leadership to ensure ongoing ‘ripple effect’;
- define and manage the country L&D budget to ensure optimum use of resources (money, time and people);
- build and manage a schedule of L&D events (including identification of resource requirements), making events visible and accessible to staff across the country;
- establish and maintain a robust training records and reporting database; contribute to the regional L&D intranet site;
- implement, manage and optimise the company’s Learning Management System (in due course) including management of e-learning content, user profiles, learner application / enrolment / approval processes, and training records.
2. Design and deliver training interventions, using various resources including oneself, subject matter experts (SMEs) and leaders from within the local and regional business, HR partners, regional L&D team members, and external vendors as appropriate. Implement regional and global initiatives, adapting where necessary.
3. Ensure that learning solutions are designed and delivered to a high quality, which maintain standards of excellence, meet the needs of the business, and receive positive feedback from learners; where internal resources are used, provide coaching and practical support to ensure quality of output.
4. Work with line managers and country leadership to manage the nomination and selection process for local, regional and global programs, ensuring appropriate and motivated participants are put forward and supported in their learning before, during and after the program.
4. Evaluate L&D interventions and adjust as necessary; share feedback with country leadership and regional L&D.
5. Review professional certification requirements and ensure technical activities build towards accreditation; liaise with external professional bodies in local country to ensure that all existing and new learning initiatives are aligned to professional standards where appropriate.
6. Graduate Development Program: assist with graduate recruitment campaigns, including campus talks to promote the program; support the assessment process of potential recruits; assist the business to design and deliver relevant technical training modules, develop and deliver soft-skills training to graduates, establish and maintain a graduate mentoring scheme.
7. Develop and manage aspects of the regional and global L&D strategic plan in a way that consistently achieves program / project objectives; discuss and adapt the plan where necessary to meet country needs.
8. Partner and collaborate with regional L&D and with counterparts regionally / globally to gather input and share output.
9. Partner with key business stakeholders, country HR and regional L&D to identify appropriate talent pools / pipelines and proactively manage their professional and career development and optimum deployment.

Job Requirements & Person Specification (Qualifications, Experience, Skills & Behaviours)

? Experience of designing and delivering high value and high impact learning interventions (8 years minimum).
? Knowledge and experience of learning and development methodologies, including the 70:20:10 principles.
? Experience in training materials design / redesign / adaptation.
? Creative, innovative yet pragmatic approach to training, learning and development.
? A passion for delivery and facilitating development solutions (including coaching, mentoring, workshops and longer programs).
? Experience of managing a budget, annual training plan, learner records and management reporting.
? Direct involvement in large-scale organizational change processes highly desirable.
? Broader HR and/or business experience is desirable.
? Able to work using own initiative to drive projects forward.
? Flexibility and ability to adapt to change, prioritise, and work effectively in a fluid, complex organisation.
? Personally credible, confident, comfortable with meeting and engaging with all levels of employees and management.
? Excellent negotiation, verbal and written communication, and influencing skills.
? Planning and organising skills; detail-oriented and conscientious.
? Self-driven, resilient, tenacious and pro-active.
? Experience in supporting Oracle implementation highly desirable but not essential.
? Fluency in English and in relevant local language(s) is essential.
? Cultural awareness and sensitivity.
? Able to form and maintain strong internal and external networks, collaborative, a team player.
