Responsibilities

Support indirect purchasing projects especially for facility service, such as utility operation, property management, building maintenance and integrated facility management, and plant admin & HR, EHS services, reporting to purchasing manager, and mainly responsible for below activities:

1. Prequalify potential vendors and suppliers, organize visiting and evaluation with internal end users. Collect supplier information data and apply for adding.
2. Follow Qoros' SOP to get NDA, MPSA and GTC necessary documents signed and chopped.
3. Prepare tendering documents, including RFP, BOQ, and standard agreement ( if applicable) and arrange pre-bid, clarification and negotiation meeting.
4. Investigate and analyze supplier’s quotation, control cost for potential changes. Foresee potential risks and response in quick manner.
5. Negotiate with selected contractor based on RFP and contract conditions.
6. Take lead on proposal evaluation and align well with end users with technical assessment for sourcing recommendation; Present sourcing recommendation at sourcing talbe meeting.
7. Place order/framework contract in SAP, and work with legal dept. to confirm final agreement to be signed.
8. Suppliers management and payment tracking if needed.
9. Other works instructed by line manager.

Qualifications

Bachelor degree at least, engineering background is preferred. CET-6
5 years or above related experience plus. (procurement for construction, facility maintenance and corporate services)
Good knowledge on procurement process, supply chain etc.
Strong communication skills in English and flexible approach to liaise and work with colleagues in Worldwide.
Knowledge of Supplier Management.
Knowledge of construction contract administration and strong sense of risk management and problem soloving.
Strong negotiation skills and integrity spirit.
Flexibility of working hours is essential to support within the Company with external partners
