职位描述

NRDC's involvement in helping mitigate toxic chemical pollution in China began in 2005 and has
focused on toxic metals, particularly mercury and lead. For example, NRDC collaborated with
China's central government and research institutions to produce the first comprehensive
inventory of mercury use within key manufacturing sectors, recently completed a training
program on tools for addressing lead pollution in China, and recently provided input into
proposed standards for key sources of lead emissions.


Position Summary
The Chemical Policy position will help NRDC develop and implement activities related to
reducing toxic metal exposures in China, particularly exposure to children. This includes
creating opportunities for NRDC to provide technical and policy support to Chinese partners for
addressing lead and other toxic metal pollution; capacity building of both the public and private
sectors in addressing various aspects of lead pollution; and supporting ongoing NRDC activities
to reduce mercury use and emissions in China. The person filling this position will be relied
upon to provide strategic input and direction in developing policy and project proposals, identify
partners which NRDC can work with to advance these objectives, and implement project tasks.
We plan on filling this position shortly before or after Chinese New Year.


Essential Functions
? Develop understanding and build and manage relationships with key Chinese
government agencies, experts, and other stakeholders
? Collaborate with NRDC legal and public health experts based in the U.S. to provide
technical and policy advice as China improves its legal and technical capacity to reduce
toxic metal exposures
? Identify capacity building opportunities where NRDC's skill sets can make a difference at
the local, provincial, or central government levels, and assist in the design and
implementation of this work
? Develop understanding and possess ability to advocate for policy improvements in China
needed to reduce toxic metal exposure
? Engage in media communications and act as NRDC's lead voice in China on the
benefits of reducing toxic metal exposure
? Assist in fundraising and other administrative activities related to the implementation and
continuation of the initiative


Skill and Knowledge Requirements
? Significant experience (minimum of five years) in China on environmental management
and/or policy development, including associated relationship building skills
? Ability to work in both Chinese and English
? Exceptional research, analytical, and communication skills, particularly writing and
speaking
? Ability to think creatively and effectively in evaluating strategic direction
? Experience or demonstrated skills necessary to be an effective voice with government
agencies
? Ability to work well both collaboratively with NRDC colleagues in the U.S. and Beijing
office, and alone when directing and implementing NRDC project activities in China
? Education or experience in protection of human health and/or the environment is
preferred but not required
