Main Purpose of Job
* To implement Advanced Concepts in Animal Welfare (ACAW) programme in China with particular focus on veterinary and animal science faculties.
* To provide a veterinary and animal welfare input, into WSPA activities in China
* To explore the potential in implementing First Concepts in Animal Welfare (FCAW) programme in China with particular focus on youths and children
Position in Organization
* Reports directly to the China Country Director.
* Liaises directly with the Head of Education and staff at WSPA International in London current and future programmes as part of the Global Strategy and new Regional 5-Year Strategy.
* Collaborates with the Administration and campaign teams within the WSPA China office.
Scope of Job
* To design, implement, monitor, evaluate and develop programmes within the designated remit.
* To provide administrative and technical support to campaigns where appropriate.
* To manage public and media relations in relation to WSPA animal welfare education.
Dimensions and Limits of Authority
* Responsible for developing and managing the budgets for designated animal welware projects.
* Responsible for time management and planning of activities within designated projects.
* Responsible for direct liaison with governments and government departments on veterinary matters within the jurisdiction of the WSPA China office and in line with other Veterinary Programmes Managers in the Asia and Pacific Reginal WSPA International.
Duties and Responsibilities
Designing and Development of Programmes
* To ensure ACAW programme proposals are submitted annually according to the approved WSPA format.
* To review and maintain oversight of the ACAW resource with reference to Chinese audience.
* In collaboration with any ACAW Key Drivers and Head of Education and other regional staff (as relevant) to develop plans to implement approved proposals.
Implementation and administration of Programmes
* To efficiently manage all projects with quarterly review of project activity and financial reports against agreed indicators and budgets so as to deliver maximum benefit.
* To manage all financial aspects of the programmes under your jurisdiction, check expenditure accounts and to prepare detailed budget forecasting to present to the China Director and Financial Officer.
* To ensure that monthly, quarterly or half year reports are submitted within deadlines plus timely visit and conference reports, in order to keep colleagues and WSPA International updated on project progress.
* To supervise the procurement of any supplies or conduct of relevant workshops required for projects.
* To assist the WSPA fundraising department for programme related details, photos and appeals as requested.
Technical support of partner organizations /Governments
* To assist WSPA partner organizations and Governments to improve their capacity in the veterinary and animal welfare field by offering technical advice and support.
Public relations
* To represent WSPA China, as directed, delivering lectures, giving press interviews representing WSPA in news and documentary filming, as required.
Specific duties in relation to ACAW strategy
Aim of ACAW programme:
Students and academics of animal related professions have positive attitudes and behaviour towards animals, through increased animal welfare knowledge, skills and awareness.
* To network with relevant authorities and key individuals- i.e. veterinary bodies, veterinary and animal science colleges, authorities of agriculture-to promote the importance of animal welfare and its inclusion into the formal curriculum.
* To build capacity of Key Drivers for sustainability of delivering the ACAW programme through participatory planning of the ACAW strategy and building their capacity to run training workshops and other activities relevant to the strategy
* To conduct training workshops, or facilitate Key Drivers to conduct workshops, to increase teaching capacity of lecturers to teach animal welfare-as standalone subject, incorporated into other relevant subjects and demonstrated through practical and clinical classes, and through the incorporation of alternatives to animal use in educational scenarios.
* To support the teaching of animal welfare by increasing accessibility of colleges to be animal welfare teaching resources.
* To facilitate other relevant activities needed to achieve positive behaviour change in veterinary and animal science students and academics.
* To develop and implement a monitoring and evaluation plan to measure the achievements of the programme.
* To work with other organisations with similar aims in China.
Specific duties in relation to FCAW strategy
* To explore the potential in implementing First Concepts in Animal Welfare (FCAW) programme in China with particular focus on youths and children.
* Develop a proposal for the FCAW education in China.
QUALIFICATIONS
* Veterinary/Animal Science degree or equivalent in relevant subject
EXPERIENCE
* Excellent written and oral communication skills in both Mandarin and English including the capacity to relate to both internal and external parties
* Strong knowledge of animal welfare practices, with an insights and understanding of community, regional and global animal welfare issues
* Proven networking skills and expertise in building relations with key drivers including relavent authorities and key individuals
* Expertise in animal welfare education and communication
* Proven competency and ability to craft strong messages and story-telling with solid presentation skills
* Proven ability to deliver programmes effectively
* Strong knowledge and understanding of local animal welfare education contexts including policies, drivers, practices and trends
* Cross-cultural sensitivity
* Strong computer literacy
