Reports to: The M&E and Data Management Officer will report to the Country Program Consultant, AHF-China.


SUMMARY:
? M&E and Data Management officer develops a strategy and monitor implementation of data collection, management, analysis, as well as participating in training and supporting supervision of service providers in order to ensure the quality of collected.
ESSENTIAL DUTIES &RESPONSIBILITIES:
? Develops data collection, management and analysis approach for AHF-China in consultation with Country program consultant, Asia Bureau and AHF Global Quality, Operations and IT teams;
? Coordinating, monitoring, evaluation activities relating to HIV treatment, and care including data collection, analysis, compilation, and dissemination;
? Develop simple data collection tools integrated within the general HMIS;
? Data collection and quality control;
?
? Works with the clinical sites to operationalize the data collection, management and analysis strategy;
? Develops rigorous quality assurance system for all levels: from data collection and transmission, to data entry and analysis;
? Provides training to all staff involved in the data collection, management and analysis;
? Supervises data collection and management, and provides on-going verification of collected data;
? Backs up all information on a daily basis to ensure safety of data
? Monitors and maintains privacy of all data collected and enters into the computer
? Develops tools to analyze data to monitor and evaluate program activities;
? Develops and submits regular data reports that monitor country programs, including quality indicators;
? Manages data pertaining to tracking orders and stock control of commodities relating to HIV treatment and care;

? Together with CPM and APB Bureau data management manager and AHF Quality team conducts regular analysis of results, develops action plans to build on strength and address weaknesses.
? Participates in preparing quarterly and annual work plans/reports on HIV treatment and care sites as well as participate in regular meetings with countries staff, Asia Bureau, Global and Headquarters staff;
? Undertake other duties as required.

EDUCATION AND EXPERIENCE:
? Holds Master Degree in Statistics, epidemiology or other related field from a recognized university
? Possesses 3 year experience in a field related to HIV/AIDS
? Experience working in healthcare delivery systems preferred;
? Flexible, proactive and able to organize work independently as well as work in a team.

LANGUAGE SKILLS:
? Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
? Ability to effectively present information and respond to questions from groups of managers;
? Ability to read, analyze, and interpret professional journals or governmental regulations;
?
? Ability to write routine reports and correspondences.
? Ability to speak and communicate with AHF staff by English fluently.

MATHEMATICAL SKILLS:
? Ability to compute rate, ratio, and percent and to draw interprets bar graphs.

COMPUTER ISOFTWARE SKILLS AND ABILITIES:
? Proficiency with word processing, databases, spreadsheets, and presentation software;
? Advanced knowledge of statistical software applications such as SPSS, STATA and Epi info;
? Proficiency with internet research and use and electronic mail use.

REASONING ABILITY:
? Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form;
? Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS:
? Possession of degree and certificates from recognized university.

OTHER SKILLS AND ABILITIES:
? Ability to travel within the country and the region
? Needs to be sensitive to patient population and issues surrounding HIV/AIDS;
? Ability to read, analyzes, and interprets basic statistical data and effectively present information to colleagues and management or public groups.

美国艾滋病健康基金会（AHF）中国项目：
2006年，AHF中国项目在山西省临汾市启动了***个项目，至今在中国已经有九个项目点，服务于42300名服务对象。AHF中国项目致力于与政府机构、医院以及国内和国际组织建立合作伙伴关系网，以便促进HIV感染者的检测和治疗。2008年，中华预防医学会与AHF中国项目签订了财务管理和项目开发支持协议。

以患者为中心的艾滋病关怀和治疗：
自2006年以来，AHF中国项目一直致力于与***和地方抗病毒治疗门诊合作，共同在中国提高抗病毒治疗服务的可及性，具体活动包括：给医生和护士提供抗病毒治疗服务培训，给贫困患者提供免费药物用以治疗和控制机会性感染，以及建立社区合作伙伴关系以便改善感染者的生活质量。此外，AHF中国项目还通过开展试点项目更好地确定HIV诊断与早期抗病毒治疗服务之间的联系。AHF希望试点项目会给未来的政策决策提供参考依据。
此外，AHF中国项目还与相关机构合作，例如卫生部、中国疾病预防控制中心性病艾滋病预防控制中心、地方抗病毒治疗门诊和疾控中心，为感染者开展倡导活动。在每年的世界艾滋病日和国际安全套日，AHF中国项目都与***和地方合作伙伴共同举办艾滋病防治宣传活动。卫生部、中国疾病预防控制中心和联合国艾滋病规划署等组织机构的主要领导出席了这些宣传活动。
