About the role
China has been designated as Tier 1 country for the Rio Tinto Group given its importance to the Group in terms of single largest shareholder base, stable and high quality customer revenue as the Group’s largest market; significant procurement of mining machinery and raw material for global operations; a few key joint ventures and strategic partners base; and influence in other markets of importance to the Group. Rio Tinto is making great efforts to evolve its relationship with China from a transaction nature to a strategic partnership.
The Principal Advisor – Government Relations China for Rio Tinto China (RTC) supports engagement by RTC and the overall Rio Tinto Group with Chinese stakeholders across the public and private sectors, as well as with academia and civil society, for the benefit of the Group’s strategy and business, not only in China but globally as well.
This role involves supporting the General Manager – Corporate Relations China to deal with government relations and stakeholder engagement matters for RTC as the in-country resource.
Reporting to the General Manager – Corporate Relations China, you will:
1.Support the General Manager – Corporate Relations China in establishing and contributing to the development of the China Country Strategy and Corporate Relations Strategy.
- Support to develop and deliver stakeholder engagement and communication strategy for China as well as contributes to overall strategy development for Rio Tinto China.
- Assist the General Manager – Corporate Relations China in the profiling of Rio Tinto Chief Executive and other ExCo members as required.
- Ensure that the Rio Tinto Corporate Relations network remains fully informed of the China business developments, potential impacts and risks which could impact on shareholder value and reputation.
- Quickly diagnose and respond accordingly to the needs of the business, to deliver targeted, issues-driven stakeholder engagement as required.
- Support to develop China Stakeholder Engagement plan and keep it updated.
- Contribute towards the development of processes, systems and procedures that ensure stakeholder management is seamless and joined up across Product Groups, Functions and Rio Tinto offices in China.
- Lead stakeholder mapping and ensure it is maintained and up-to-date.
- Develop and maintain key stakeholder engagement tracking database as well as stakeholder matrix map and keep them updated.
- Monitor and proactively provide regular advice to relevant internal stakeholders, about policy, government and legislation changes in China which have the potential to impact on Rio Tinto’s business interests globally.
- Timely share information and best practices with in-depth analysis on key stakeholders, international issues, policy trends and geopolitical issues to leverage relationships internationally.
- Proactively identify, build and maintain key channels for engagement and advocacy, including but not limited to direct engagement, third party engagement (key policy makers, opinion leaders, think thanks, industry associations, etc), foreign diplomatic missions, chambers and media (in conjunction with the communications team).
- Support the Product Groups, functional groups and strategic project teams by providing insights on policy/regulatory issues and project approval matters for major projects as required.
- Prepare monthly China Policy Review and other internal opinion papers/report to share with global team.
- Identify strategic engagement opportunities for Rio Tinto Chief Executive, other ExCo members and Rio Tinto China Managing Director to raise the profile of RT and collaborate with the global corporate relations team to have the right level of visibility.
- Monitor and evaluate the need of RT’s involvement in strategic cooperation projects with government, key stakeholders and partners to enhance the relationship and raise RT’s reputation.
- Support to manage strategic partnership projects by working with internal and external stakeholders.
- Support group Chief Executive and other ExCo members as required by providing timely, strategic briefings, speaking notes, presentations and the highest level of professional assistance in support ExCo member’s visits, meetings and engagement with key stakeholders in China.
- Support CSR activities as required.
About you
Qualifications and capabilities
- Master degree in Law, International Relations, Public Affairs, Economics, or Communication.
- Excellent spoken and written English and Chinese language skills; another language relevant to the Group’s global operations is desirable.
- Expertise and knowledge of government policy, political and geopolitical risk, and competency in identification of issues, assessing impacts and prioritizing issues.
- Communication and expert diplomacy skills are needed to manage complex internal and external stakeholder groups.
- Knowledge of stakeholder management processes and the use of relevant tools (research design, mapping, tracking, databases etc.) would be a must. Proven track record of managing stakeholder relationships.
- Strong computer skills - Microsoft, power point, excel, etc.
- Strong presentation, writing and communication skills, in both English and Chinese.
Essential Experience
- 10+ years professional experiences in government relations, regulatory affairs, public affairs, stakeholder engagement, communications for multinational company or government agency in China.
- Experience in regulatory and public affairs advocacy and deep understanding of the government/business interface.
- Proven track record of stakeholder management and exposure to managing government relations.
- In-depth knowledge of Chinese government structure, functions, legislative and decision-making processes at central, regional and local levels.
- The ability to prioritize issues, to identify potential positive or negative impacts and to design compromised solutions.
- Ability to demonstrate business savvy to link government functions to overall company objectives.
- Excellent interpersonal and communication skills, positive outgoing attitude, ability to work in a multicultural and multilingual environment with great team spirit.
- High level of discretion and integrity to handle confidential material sensitively.
- Strong verbal and written communication skills, including verbal and written fluency in English and Chinese.
- Strong interpretation skills.
Desirable Experience
- Knowledge of the resources sector and major issues like climate change and sustainable development would be advantageous.
