The Emerging Markets procurement function sits under the Global Mining Material Team within RTP. This team develops procurement opportunities and also manages the supply chains in Emerging Markets globally. Emerging Market procurement forms a key part of Rio Tinto’s sustainable supply chain strategy and derives benefits to Rio Tinto Business Units via reduced total cost of ownership, improved lead times, increased security of supply and reciprocal trade.

The purpose:

With the ongoing focus within Rio Tinto Group members on the operation excellence and cash focus across diverse geographical locations, it is significant for EM team to keep aligned with its customers on the same strategy, by providing the proper pipeline for their access to EM supply base in order to obtain the high quality but low cost goods and services.

As part of the Emerging Markets team based in China, the Team Leader for OPEX categories - Emerging Markets reports to Manager Major Project/Opex Emerging Markets, and is responsible for ensuring the sourcing platform and processes are in proper place for upfront engagement and close collaboration with Rio Tinto Business Units, RTP Category Management and other relevant stakeholders.

The core activities of the role will include:

? To be accountable for the implementation and maintenance of category and customer engagement strategy with RTP Hub, Category Managers, T&I, and Business Operations team to capture the full commercial potential of China for the Rio Tinto Group.

? To be accountable for the promotion on the sourcing and procurement of various categories for Business Operation and major capital projects worldwide.

? To collaborate with RTP Hub, Project Procurement/Development Team, and Capital Project teams in Australasia, Africa, Europe and the Americas to influence and champion the inclusion of Chinese sourcing opportunities into internal client procurement plans and current initiatives.

The spectrum of the major category varies under the specific ambience but mainly covers below categories:

1. Portion of the categories for the major project;
2. Part of sustaining capital categories;
3. Material handling equipment and spares
4. MRO, including consumables and spares.

? The role is responsible for developing awareness and understanding of EM sourcing opportunities, EM Service offerings, and EM team capability across RTP Hub, Business operation and project owners in the regard of the categories to be covered.

? This role is responsible for early engagement with RTP Hub, Category Specialist/Manager, Project Procurement Manager and Business Operation to ensure EM sourcing opportunities are to be considered as an integral part of their category strategy and/or their spend plans.

This will be achieved by:

1. Engaging with the stakeholders to provide input on viable EM sourcing opportunities for their consideration, including details of the round map, savings potential, technical risks and commercial benefits;
2. Developing the category development strategy with EM opportunity considered;
3. Regular communication with key the stakeholders to stay informed on status of their sourcing plan and project status, and provide input at the various stages of a project. This may include engaging directly or indirectly with the project owner, PDI, RTP Hub and/or category specialist/manager.

? The role is to own/manage the procurement projects by managing the process with communication on demand information to the EM team.

? The role is in charge of the follow up after purchase order placed with China suppliers, including the discussion and agreement with customer on the EM Scope of Work (SoW), assistance to ensure the right deployment of project execution before project commencement. The coordination and collaboration with Supply Chain is also part of the obligation of this role.

? The role is in charge of the supplier relationship management, ensuring the sustainable benefits to Rio Tinto Business Operations through the engagement with EM suppliers, this can be achieved through the demand analysis, joint product development, risk mitigation and delivery model discussion etc..

? This role will require both domestic and international travel.


Requirement & Qualifications:

? University graduate or above in a relevant engineering/commercial discipline
? At least 4 years of experience in sourcing and/or procurement environment.
? At least 2 years in a people management role.
? Strong negotiation/influencing skills.
? Cross-cultural awareness
? Excellent English capability - written and spoken.
? Good command of PC skills – Office, Excel, Project, PowerPoint.
? Knowledge and experience on relative categories
? Commercial knowledge on the trading
